getting back my FEC

i was employed by a school in shanghai. they helped me obtain my Z visa and FEC (foriegn experts certificate). but the retained the FEC as leverage. but they obtained my visa by falsifying legal documents and when i discovered this i terminated my employment and now they won't return my FEC to me until i pay a penalty as agreed upon in contract. if the visa was illgotten doesn't that void the contract? is there someone in shanghai who can help me out? i need my FEC to get new employment right? i can't just claim to have lost it and request a new one right? could i contact the proper authorities? and would they give a damn? or will i get "bitten" too?

China does not have the rule of law, and you, as a foreigner have no right as a consequence. And. no, nobody gives damn in China.

ed; i don't know what your intrest in this forum is. i asked for advice and thats what people are giving me. if you are the true "watch dog" for this forum then you would have deleted it by now.
