I am buying a car privately, is there an organisation that I can contact to see if the current owner has any outstanding finance on the car? Thanks

if the owner has the original vehicle lincence the car is paid in full. not need any organization.

What about if the rego is in the name of a finance company, how do I know he doesn't owe a lot more?

It wont be, it will be in the name of the individual, but the finance company keeps the original document until the finance is paid.
